Layers can be dragged to re-ordered, dragged inside of folders, and dragged to the trash can icon.

You can create new layers with the "New Layer" button, or with the "Duplicate Layer" button, or by copying and pasting with Command-C, Command-V, or by using a tool that makes layers such as the Type tool.

Layers can be destroyed with the Backspace key, by selecting the layer and pressing the trash can button, by executing a "Merge Down", or by cutting with Command-X.

All of the above applies to single selected layers or multiple layer selections. Select multiple layers by using the Shift or Command modifiers.
