Lets you transform the current selection, which can either be an alpha channel or a set of layers or layer alpha masks. You can translate by dragging the interior, scale by dragging a corner, and rotate by dragging from outside a corner.

If multiple things are selected, the outer bounding box encompasses everything and each individual component shows its own bounding box in a lighter color.
