In the usual mode, it lets you pick a color from the document making that the new foreground color.

This tool also gets transiently selected when you open the color picker from the main swatches. In this mode, instead of setting the foreground color it sets the color picker value, which in turns sets either the foreground or background color (depending on how you opened the color picker window).
